Fairfax County Leash Laws

Under the provisions of Section 41.1-1-1 of the Fairfax County Code of Ordinances, “no dog shall run unrestricted”. Section (a) lists several exceptions, one being that this does not apply to a dog used as a service animal “whose handler is unable because of a disability to use a harness, leash, or other tether, or the use of a harness, leash, or other tether would interfere with the service animal's safe, effective performance of work or tasks, in which case the service animal must be otherwise under the handler's control (e.g., voice control, signals, or other effective means).“ Section (b) states “Any dog found unrestricted in violation of Section 41.1-1-1 shall be impounded, except that if the rightful owner of the dog can be immediately ascertained and located, then that owner shall be allowed to have custody of the animal, but shall be subject to issuance of a summons for violation of Section 41.1-1-1.”
Bristow Village governing documents also state that “Dogs must be restrained by a dependable leash and controlled by a responsible person when off the homeowner’s property.”
